Our story

Werling Associates, Inc. is a San Antonio based Human Resource Management consulting firm specializing in compensation, performance management, and selection system design. Werling Associates, Inc. was founded by Stephen E. Werling, DBA, SPHR in 1993, incorporated in 1998, and is a small, veteran-owned corporation. The firm is located at 11845 IH-10 West, Suite 407, San Antonio, TX 78230.

Over the past 25 years, Werling Associates, Inc. has provided compensation consulting support to a wide range of organizations in the San Antonio area, across Texas, and across the country. The organizations vary from not-for-profit organizations with a few employees, to government agencies, healthcare corporations with several thousand employees, and medium-sized organizations in a variety of industries. Consultation activities range from advice and discussion on specific compensation issues to complete pay system designs for organizations with multiple locations across the country and thousands of employees.

Stephen Werling PhD


Dr. Werling was an educator and is a consultant with over 30 years of both consulting and academic experience. Dr. Werling received his Doctorate in Business Administration with a focus in Human Resource Management from the University of Kentucky, an MBA from the University of Dayton, and a BCS from Tiffin University. As President of Werling Associates, Inc., Dr. Werling has developed compensation systems and provided advisory support on compensation issues to organizations in the San Antonio, the surrounding areas, and across the nation. Dr. Werling recently retired from the University of Texas at San Antonio after 45 years at various universities.

Christy Moore


Ms. Moore has conducted salary surveys at Werling Associates, Inc. for over 20 years. She has extensive experience with corporate benefit and salary surveys. She conducts the following annual surveys: the San Antonio Area Wage and Benefit Survey, San Antonio Not-for-Profit Wage and Benefit Survey, and the Texas Society for Healthcare Human Resources Administration and Education (TSHHRAE) Wage and Benefit Survey. Ms. Moore also conducts numerous customized surveys.

Mila Samolovtceva


Ms. Mila Samolovtceva is a Compensation Analyst with Werling Associates, Inc. Ms. Samolovtceva earned a Bachelor of Arts in Social Work from the Kostroma State University and a Diploma of Personnel Management from the Institute of Computer Technologies, Moscow, Russia. She has four years of experience working with salary surveys, job and performance evaluation and training in Russia and has been working with Werling Associates, Inc. since February 2021. She has further developed professionally by earning her PHR and SHRM-CP certifications.
